Belt for corporal punishment in some prisons overseas, somewhere in America. By the middle of the last century, and later offending prisoners were subjected to corporal punishment with a similar device.

Made of black calf blank 4 mm tick, width 8 cm, length of about 55 cm. It has a strong and solid blow. And very painful.
